Establish
What setting up in Saudi actually involves.
As of October 2026, for a foreign investor. Requirements depend on your activity and change over time — confirm them with the competent authorities and qualified legal advisers.
- 01Investment registrationForeign investors register with the Ministry of Investment (MISA). Under the updated Investment Law, registration replaced the former investment-licensing procedure — many people still call it a “MISA licence”. Entrepreneurial registration for innovative and emerging-technology startups also requires a letter of support or proof of project approval from a Ministry-approved entity, such as a Saudi university or an accredited business incubator.
- 02Company formation & Commercial Registration (CR)Once registration is complete, the company is formed and issued a Commercial Registration through the Ministry of Commerce. Since April 2025 the CR is a single national registration that no longer expires, but its status must be confirmed every year.
- 03Licences & approvals for your activityDepending on what you do, further licences and approvals come from other competent authorities — municipal, sector regulators and others.
- 04Post-registration set-upTax, labour and banking dependencies that decide when you can actually hire, invoice and get paid.
After the CR
A Saudi CR does not create Saudi customers.
Most providers stop at establishment. Commercial entry is the work that decides whether the expansion pays back.
